Ukraine and Western Allies Propose Five Conditions for Russian Peace Talks

In a landmark diplomatic development, Ukraine and its key European allies—the United Kingdom, France, and Germany—have jointly proposed five conditions for achieving a 'just and lasting' peace with Russia. The leaders convened at 10 Downing Street in London to issue a statement affirming their unwavering support for Kyiv and outlining the framework for negotiations. The conditions include an immediate cessation of hostilities, talks based on current battlefield positions, and robust security guarantees for Ukraine, with explicit emphasis on respecting Ukraine's sovereignty and right to choose its security arrangements.
The statement also called for the United States to be fully integrated into the peace process, a request made against the backdrop of shifting U.S. presidential attention toward Iran. This follows Ukraine's recent drone strike on St. Petersburg during Russia's economic forum—a move Russia described as 'unprecedented'—and a near-disastrous attack on Chornobyl's nuclear facility. Ukrainian officials confirmed the strike partially destroyed a spent nuclear fuel storage building, with radiation levels remaining stable despite the fire.
President Zelensky described the Chornobyl attack as 'vile' and a deliberate threat to global nuclear safety, while condemning Russia's refusal to engage in direct talks. Western leaders welcomed Zelensky's open letter to Vladimir Putin urging negotiations, though Putin has consistently rejected such overtures. 'Peace requires Ukraine to be treated as a sovereign nation,' stated German Chancellor Friedrich Merz, stressing that Moscow must recognize Kyiv's 'right to choose its security path'.
The announcement comes as both sides intensify attacks: Ukrainian drones recently struck Russian territory, while Moscow launched strikes killing three in Zaporizhzhia. Despite the escalating violence, the Western alliance framed the conditions as 'the minimum requirements' for meaningful peace talks, positioning Ukraine's security as inseparable from European stability. Analysts warn that without U.S. engagement, the proposed framework may lack the diplomatic weight needed to overcome Russian resistance.
