Russia’s Defense Ministry announced on Tuesday that its forces carried out an overnight strike on Ukrainian energy infrastructure linked to military‑industrial enterprises, targeting facilities such as four thermal power plants and several substations across the Vinnytsia, Dnepropetrovsk and Kharkov regions. The strike used precision‑guided weapons and attack drones. The ministry added that port infrastructure in the Odessa region and two bulk carriers carrying military and dual‑use cargo in the Black Sea were also hit.
Ukrainian local authorities reported that about 130 settlements in the Zhytomyr region lost power. They said the attack caused heating and public electronic transport to be suspended in Kharkiv, and outages were also reported in Kiev and Dnipro.
The initial account came from a statement by the Russian Defense Ministry. Ukrainian officials confirmed the power disruptions, but the extent of damage to the bulk carriers and port facilities remains unverified by independent sources. A news outlet from Aljazeera mentioned attacks on energy infrastructure across multiple Ukrainian regions, but did not provide specific details beyond corroborating the broad pattern of outages.
