In brief
The summit wrapped up Friday in Montreal, with Canadian Prime Minister Mark Carney announcing that Canada is pursuing associate membership with the EU and launching the Alliance for the Future, a framework covering trade, digital economy, raw materials and more. The two sides also closed negotiations on the first Canada‑specific digital trade pact. The alliance promises broader markets, lower costs, and new opportunities for young people across Canada and the EU.
The 21st Canada‑European Union Summit concluded on Friday in Montreal, Canada, with officials from both sides launching the Alliance for the Future, a new framework designed to deepen cooperation on trade, digital economy, raw materials and additional policy areas.
Prime Minister Mark Carney announced that Canada is working toward becoming the EU’s first associate member, a relationship described as an “ever‑closer association” short of full accession, and stated that details of that status would be worked out over the coming months.
"Over the coming months, we will determine the substance, scale and scope of this form of membership," Carney said.
The joint communiqué outlined the alliance’s focus in areas such as trade and regulatory cooperation; digital, research and communications technologies; critical raw materials and energy; financial services and markets; security and preparedness; and people‑to‑people links. It also emphasized that the partnership would offer families more choice and lower costs, open new export markets for businesses, and create greater opportunities for young people to live, work, and study across Canada and the EU.
The summit also marked the closing of negotiations for the Canada‑EU Digital Trade Agreement, cited as Canada’s first agreement dedicated entirely to digital trade. The pact is intended to reduce friction online and encourage Canadian businesses to export goods and services more easily.
Both sides said that the concept of an associate membership and the full scope of the alliance would be refined at the next EU‑Canada summit slated for 2027, continuing the dialogue on how to strengthen ties while respecting each side’s sovereignty.
