The third Russia‑Africa Summit ended on Thursday in Moscow with a declaration calling for a more multipolar world order, wider African participation in global governance and expanded cooperation in trade, energy, security and technology, Kremlin officials reported.

According to the official Xinhua release, the document urges national sovereignty, non‑interference and respect for the UN Charter, and calls for reforms to international institutions, including greater African representation on the UN Security Council. It also proposes greater cooperation against terrorism, piracy and violent extremism, and calls for joint efforts in artificial intelligence, digital technologies, science, education and cultural exchanges.

The declaration, signed by participants from 48 African countries, 22 of them represented by heads of state, was welcomed by President Vladimir Putin at a press conference following the summit.

Putin said:

The Third Russia‑Africa Summit was a success and will give a strong impetus to the development of ties between Moscow and the African continent.

Putin’s remarks highlighted Russia’s support for Africa’s desire to play a larger role in international decision‑making, and the potential for deeper cooperation in trade, investment, grain supply and security.

While the declaration has been adopted and widely publicized by the Kremlin and TASS, the concrete steps to realize the proposed reforms—such as securing additional UN Security Council seats for Africa—remain to be implemented, and no further details on timelines or legal mechanisms have been announced.
