Mali Secures $160 Million Settlement in Gold Mining Conflict with Resolute Mining
Mali's military government reaches an agreement with Australian company Resolute Mining amidst detainment of its British executives.
Mali's military government has successfully negotiated a $160 million settlement from Resolute Mining, an Australian gold mining firm, amidst heightened tensions following the unexpected detention of its British CEO, Terry Holohan, and two other staff members. The detentions occurred while the Resolute team was en route to Bamako for negotiations, marking a concerning trend in Mali's approach to foreign enterprises.
Under the terms of the settlement, Resolute committed to an immediate payment of $80 million from its cash reserves, with the remainder to follow in subsequent months. The situation arose as Mali aims to bolster its financial returns from the mining sector, which is vital to its economy, and increase state participation in mining ventures.
The executives' detention was accompanied by allegations of forgery and damage to public property, widely perceived as an effort to coerce Resolute into compliance amidst a broader crackdown on foreign, predominantly Western, mining companies operating in the region. This move comes in parallel with Mali's military junta's efforts to reshape its international economic relationships since assuming power after a coup in 2021.
The junta's strategies have included amending the mining code to elevate the state and local investor stakes from 20% to 35%, reflecting a determined push to control more wealth generated by the country’s rich mineral resources. The timeline for the release of the three executives remains unclear, with stipulations for their release including the signing of a memorandum of understanding and fulfillment of initial payment conditions.
