Innes Tang, a self-described patriot in Hong Kong, reports dozens of citizens for alleged breaches of the national security law, raising concerns regarding an emerging culture of informing while the city's pro-democracy movements face intense scrutiny.

Innes Tang, a former banker, has stirred controversy as he reports numerous Hongkongers to the police for suspected violations of the national security law (NSL). Observing various activities from the flag-waving in shopping malls to symbolic protest cakes sold in bakeries, Tang and his team have made it their mission to document what they deem suspicious behavior under the ominous NSL implemented by Beijing. "We're in every corner of society, watching for any questionable actions," he expresses to the BBC World Service, highlighting his commitment to safety in Hong Kong.

After the UK handed Hong Kong back to China 28 years ago, the openness of the region has been increasingly eroded, especially following the 2019 protests that called for democratic reforms. The NSL criminalizes significant public expressions, such as secession and subversion, while new regulations under Article 23 have further clamped down on dissent. Despite the dangers these laws impose on civil liberties, Tang insists that his actions serve as a form of "proper community-police cooperation."

Establishing a hotline and urging community reporting, Tang claims to have submitted nearly 100 reports, some of which have led to arrests. His activities reflect a broader trend where civilians, as well as official channels, are contributing to an atmosphere of surveillance. In this fraught climate, residents like independent bookshop owner Pong Yat-ming report feeling the brunt of government scrutiny, frequently facing inspections stemming from anonymous complaints.

Political dynamics have shifted dramatically in light of the stringent security protocols; many pro-democracy advocates are finding the environment increasingly hostile. Academic Kenneth Chan, who has long championed democratic values, expresses a sense of isolation as peers avoid him due to his outspoken nature. He asserts that the essence of Hong Kong's identity—a city once vibrant with public rallies—is being lost, confronting an uncertain future.

Despite Tang’s belief that he represents the “silent majority,” there remains a palpable fear among residents regarding the consequences of dissent. Under the current government, criticisms pave the way for ideological divides. Successful reforms aimed at creating a "patriotic" political class have left the Legislative Council lacking in real representation for citizens, forging a path to increased alienation.

While Tang's pro-Beijing stances evolve—now involving outreach abroad as he engages with international platforms like the UN—Chan grapples with the real-world implications of his views. For now, Tang claims to have ceased active reporting, convinced that stability has returned. Yet, the impending echoes of past activism continue to affect Hong Kong's educational landscape, where self-censorship prevails amid concerns over national security.

With numerous residents either incarcerated or in exile, the struggle for a voice remains paramount as life in Hong Kong reshapes itself under pervasive legislation. As these individual journeys unfold in tandem, the debate surrounding patriotism, governance, and social responsibility persists amid a changing cultural narrative in the city.
