This controversial practice has become common under President Biden, particularly highlighted by agencies like USAID, which Musk claims serve as a conduit for dubious endeavors. However, with the potential return of President Trump to the White House, Musk asserts that this cycle of financial mismanagement is coming to an end. Secretary of State Marco Rubio has reportedly made significant cuts, terminating 83% of USAID’s programs—resulting in the elimination of approximately 5,200 contracts that he deems wasteful and detrimental to U.S. interests.

Musk characterizes this money flow as a "deep-state cash grab," a method employed by bureaucrats under Biden's administration to launder taxpayer funds through various third-party organizations, all while evading scrutiny and pushing their ideological objectives.
