In spite of escalating tariff disputes under President Trump, G7 ministers found common ground on Ukraine policy.
In a strategically important gathering of foreign ministers from the Group of 7 industrialized democracies, key leaders including Secretary of State Marco Rubio addressed the ongoing friction between the Trump administration and several allied nations, especially regarding tariff policies and the situation in Ukraine. The meeting took place in La Malbaie, Quebec, where representatives from Canada, the United States, Britain, France, Germany, Italy, Japan, and the European Union came together with a unified front, particularly focused on reaffirming their commitment to Ukraine’s sovereignty. This cohesion is noteworthy given the backdrop of President Trump’s diplomatic approach, which has sometimes put him at odds with these allies.
In a joint statement released on March 14, 2025, the ministers expressed their support for Ukraine's territorial integrity and discussed the political aspirations of both Israelis and Palestinians, though they stopped short of advocating specifically for a two-state solution. The group’s ability to reach this consensus on Ukraine was particularly significant, considering President Trump's previous criticisms of Ukraine's government and policies.
Amidst these discussions, Secretary Rubio found himself in a delicate position while interacting with his Canadian counterparts, who have openly criticized Trump’s commentary about potential annexation of Canada. Canadian Foreign Minister Mélanie Joly articulated her firm stance on the matter, informing Rubio that discussions surrounding Canada’s sovereignty were off the table, reiterating, “Canada’s sovereignty is not up to debate, period.”
