The foreign ministers of Germany, France, and the UK have formally declared their readiness to reactivate sanctions on Iran's nuclear program if negotiations do not resume by the end of August. Known as the E3, these countries have informed the United Nations that they are prepared to trigger a "snapback" mechanism, allowing for the reimplementation of previous sanctions, unless Iran demonstrates willingness to engage in diplomatic talks.
In their communication to the UN, the E3 emphasized that their offer to extend negotiation deadlines, which remains unanswered by Iran, signifies a serious approach to resolving the ongoing impasse. Iranian lawmaker Manouchehr Mottaki indicated that the Iranian parliament could move to withdraw from the nuclear deal if new sanctions were imposed, highlighting the escalating tensions.
The latest correspondence from the E3 followed initial discussions between their representatives and Iranian officials in Istanbul last month. The foreign ministers - Jean-Noël Barrot of France, David Lammy of the UK, and Johann Wadephul of Germany - outlined in their letter their willingness to impose harsh sanctions unless Iran agrees to substantial limits on its nuclear programme.
The letter reaffirmed that the E3 remains committed to employing "all diplomatic tools" to ensure Iran does not develop nuclear weapons, something the Iranian government has denied pursuing. Previous dialogues suggested Iran’s readiness to negotiate was contingent on the lifting of existing sanctions and recognition of its right to a civilian nuclear program.
Sanctions initially lifted under the 2015 nuclear agreement began to re-emerge after the US withdrew from the deal in 2018, citing insufficient measures to prevent Iran from advancing towards nuclear capability. In response to increased scrutiny and pressure, Iran has progressively breached restrictions, raising alarms about its nuclear activities.
Recent reports highlighted Iran’s possession of over 400 kilograms of uranium enriched to 60% purity, nearing weapons-grade levels. Following a series of military engagements, including Israeli attacks on its nuclear facilities, Iran has halted cooperation with the International Atomic Energy Agency (IAEA), further exacerbating the situation.
As diplomatic overtures continue to unfold, the E3 remains vigilant and prepared to enforce measures should Iran fail to comply by the end of the month. Both the UK Foreign Office and the Iranian mission to the UN have been approached for comments, but responses are pending.
