The minister emphasized the facility's role in enforcing an "extremely strict carceral regime" aimed at incapacitating drug traffickers early in the supply chain, thereby disrupting their networks back on the French mainland.

Recent attacks on French prisons have been characterized by the justice minister as "terrorist" actions in reaction to new anti-gang legislation. The region has historical significance as it served as the old port to the notorious Devil's Island penal colony, infamous for holding thousands of convicts between the mid-19th and mid-20th centuries.
