In January, the US embassy in Mexico issued a level 4 travel advisory—its highest caution level—warning American citizens against traveling to several cities, including Reynosa, due to escalating crime and kidnapping risks. Reports from the US State Department highlighted the presence of heavily armed cartel members in these regions, operating with little fear of law enforcement intervention.
