In brief

During the October 31 General Assembly of Judges in Sofia, Krasimira Milachkova, a judge at the Administrative Court, detailed her priorities for the upcoming Supreme Judicial Council. She called for modernizing personnel procedures, setting objective appraisal criteria, improving workload measurement, expanding e‑justice systems, and strengthening judicial self‑governance. Her proposals aim to increase transparency in career progression and ensure broader public access to justice.

At the General Assembly of Judges held in the Sofia Event Center on Saturday, October 31, 2026, Judge Krasimira Milachkova of the Administrative Court of Sofia City presented her agenda for the Supreme Judicial Council, outlining priorities for personnel procedures, appraisal criteria and workload measurement.

Milachkova identified modernizing personnel procedures—particularly the processes for secondment of magistrates—as a key priority for the next council. She proposed establishing clear, objective criteria for assessing judges’ work and for their career development, promising more predictable progress tracks for magistrates.

The judge called for a more accurate workload assessment system, noting that current calculations are uneven across courts. She also urged the council to unify court case‑management systems as part of an expanded e‑justice strategy, arguing that better linkage between digital case records and workload data would improve planning and patient access to judicial services.

Further proposals include a boost to judicial self‑governance, stronger communication with the media and the public, and the development of alternative dispute resolution mechanisms. Milachkova emphasised that changes to the judicial map should take local circumstances into account and guarantee citizens’ access to justice.

These proposals remain the candidate’s vision for the Supreme Judicial Council; the council’s final agenda will be determined after its composition is confirmed by the General Assembly’s election of new members.
