Violence erupts in Ceuta amid massive migrant influx
In late July, around 72,000 migrants crossed from Morocco into Ceuta, sparking swift waves of violence and demonstrations that have put the Spanish exclave under a humanitarian spotlight.
On 30 and 31 July, migrants swam past the border fence, a route that saw more than 100 deaths according to Ceuta’s mayor. Although most returned to Morocco within hours, thousands, many of them children, remain on beachside streets and have been living in makeshift shelters.
Local residents have expressed feeling unsafe in the streets and fear that public services are being overwhelmed. In recent days, anti‑migrant protests have shifted from peaceful rallies to violent clashes, with demonstrators preventing Red Cross aid and torching migrant camps on Trampolín beach.
Spanish authorities have faced allegations of ineffective crisis management. The incumbent mayor, Juan Jesús Vivas, urged normality, stating that the city’s dignity is at stake. Inside Parliament, Vox parliamentarian José María Figaredo is under investigation for hate‑crime remarks encouraging the pursuit of migrants.
The government has centralised control, with the Defence Minister apologising to residents who may feel abandoned and announcing new immigration laws. The plan to place migrants in public facilities such as sports centres faces opposition from locals who worry that it will bring them closer to residential areas.
Debates also involve Morocco’s alleged role in facilitating the crossing. The Spanish Foreign Minister dismissed territorial integrity claims, reaffirming Spain’s sovereignty while pointing to the crisis as a salience point for Ceuta and its neighbour, Melilla.
All political parties in Ceuta’s local assembly signed a declaration condemning violence. Yet, the undercurrent continues to simmer as local, national, and international actors grapple with how to manage the flow of migrants and the tensions it has ignited.
