The untimely death of a 10-year-old girl, who was a victim of rape, has led to widespread outrage across India, particularly in Bihar, where the incident transpired. This tragedy unfolded on Sunday morning at Patna Medical College and Hospital (PMCH). Reports indicate that the young victim spent approximately four hours waiting in an ambulance prior to her admission, leading her uncle to allege that her condition deteriorated due to this delay.
Hospital authorities have refuted these claims, describing the allegations as “baseless.” The case has garnered significant media attention, prompting national opposition leaders to hold the Bihar government, a coalition consisting of the Bharatiya Janata Party (BJP) and Janata Dal United (JD-U), accountable for alleged mismanagement. The government has maintained that no negligence occurred.
The victim belonged to the Dalit community, often facing systemic discrimination in India despite protections under the law. In response to the public's outrage, both the National Human Rights Commission and the National Commission for Women have criticized the incident and requested an investigation into the hospital’s conduct.
On May 26, the girl was brutally raped near her aunt’s residence in Muzaffarpur. Following this, police apprehended the alleged perpetrator, whose acts left the girl with multiple knife wounds. Initially, she was treated at a local hospital before being referred approximately 85 kilometers away to Sri Krishna Medical College and Hospital (SKMCH) and subsequently to PMCH for necessary surgical interventions.
According to Kumari Vibha, superintendent of SKMCH, the girl exhibited severe injuries that warranted urgent care. However, upon arrival at PMCH, her uncle claimed that staff moved them around for hours without proper admission. Official IS Thakur contended that the child was taken to appropriate departments based on her injuries and speculated that a delay was unavoidable due to hospital protocols.
Subsequent to the girl's death, protests erupted, spearheaded by the opposition Congress party, as dissatisfaction with the state's healthcare system boiled over. Prominent opposition leaders decried the situation, with Rahul Gandhi emphasizing that, despite having well-constructed hospitals, systemic issues such as chaos, corruption, and insensitivity remain prevalent.
In light of this incident, the accountability of Bihar’s medical facilities has come under scrutiny as state assembly elections approach. Earlier, similar grievances emerged from other hospitals regarding unsatisfactory conditions, including a reported case where a patient was bitten by a rat while hospitalized.
