Fearing a lack of progress towards a cease-fire, the British Foreign Secretary David Lammy also chose not to attend, although he will engage in separate discussions with Ukraine's Foreign Minister, Andrii Sybiha.
Reports indicate that despite the primary talks being scaled back, lower-ranking diplomats from Britain, France, Germany, Ukraine, and the United States will still gather to hold technical discussions. This downgrade raises significant concerns about the peace negotiation process regarding the ongoing conflict between Russia and Ukraine.
Among the contentious points anticipated for discussion is a peace plan proposed by the Trump administration. Key elements include Ukraine's acceptance of Russia's legal annexation of Crimea and a commitment that Ukraine will not pursue NATO membership. President Volodymyr Zelensky of Ukraine has explicitly rejected these conditions, asserting that compliance would contravene Ukraine's constitution.
The decision to amend the meeting came during discussions between Rubio and Lammy, who determined that further technical talks were needed before engaging again at higher diplomatic levels. Following last week’s Paris meeting among foreign ministers, Rubio cautioned that without tangible results, President Trump might shift his focus to other priorities.
Initially citing "logistical issues" for his absence, Rubio will leave the U.S. delegation in the capable hands of Keith Kellogg, a retired lieutenant general and current special envoy to Ukraine and Russia. Rubio expressed optimism for good technical meetings in London through a social media update and announced that he plans to reschedule his trip in the coming months.
In the meantime, Lammy remained positive about the ongoing discussions, stating: "Talks continue at pace and officials will meet in London tomorrow. This is a critical moment for Ukraine, Britain, and Euro-Atlantic security.” As outlined, Lammy is set to meet one-on-one with Sybiha, while British Defense Secretary John Healey will similarly engage with his Ukrainian counterpart. The dialogue continues against the backdrop of a complex geopolitical landscape.
