Trump Administration Reverses Visa Cancellations for International Students

A dramatic policy shift offers reprieve to over 1,500 students facing visa cancellations, easing fears of deportation.

The Trump administration has announced a halt to the cancellation of international student visas, sparking relief among many who feared imminent deportation.

In a surprising turn of events, the Trump administration on Friday retracted its recent decision to cancel more than 1,500 student visas, providing a lifeline to numerous international students caught in a wave of uncertainty. This announcement came from Joseph F. Carilli, a Justice Department lawyer, during a court proceeding in Washington, where he detailed that Immigration and Customs Enforcement (ICE) had initiated a new process for reviewing and potentially terminating visas for international students. Until this new system is fully established, Carilli confirmed that there would be no further visa cancellations.

The policy reversal follows numerous lawsuits filed by international students who claimed they received abrupt notifications regarding the cancellation of their study visas, often without adequate reasoning. A number of these students faced visa revocations due to minor infractions, while others cited no apparent cause for the change in their immigration status.

The extent of students who have already left the United States remains uncertain, as students typically receive a few weeks’ notice before vacating the country; however, the Trump administration’s original actions had incited anxiety among those facing potential detention and deportation. Some students, including a graduate student from Cornell, had chosen to leave voluntarily, discontinuing their efforts to contest the revocations.

In March, the Trump administration had escalated its stance by initiating deportation proceedings against students engaged in protests regarding Israel amidst a series of campus demonstrations linked to the Gaza conflict. Although federal judges intervened—temporarily halting these deportation efforts—many students, particularly from countries such as India and China, reported sudden visa cancellations that jeopardized their academic futures and sparked widespread concern within college communities.

During Friday's hearing, Carilli stated that the government was prepared to apply this policy shift to existing lawsuits, potentially benefiting students who have sought to reclaim their visas and ensure they could participate in graduation ceremonies. In addition to individual lawsuits, a prospective class action is underway in New England, aiming to prevent the administration from future broad cancellations of student visas.
