US Secretary of State Marco Rubio conveyed optimism regarding Ukraine's recent proposal for a partial ceasefire as vital talks take place in Saudi Arabia. Rubio emphasized the importance of these negotiations for resolving the ongoing pause in US aid to Ukraine. "I'm not saying that alone is enough, but it's the kind of concession you would need to see in order to end the conflict," he remarked on Monday as discussions between US and Ukrainian officials are set to unfold.
Kyiv is reportedly ready to propose a temporary aerial and naval truce with Russia during these talks. However, Russia has rejected prior suggestions for a ceasefire, dismissing them as maneuvers to delay its military objectives. Ukrainian President Volodymyr Zelensky, who arrived in Saudi Arabia to meet Crown Prince Mohammed bin Salman, is not anticipated to take part in the formal discussions. Instead, Ukraine’s delegation will include high-ranking officials such as the head of Zelensky's office, Andriy Yermak, alongside the national security adviser and various ministers.
Rubio is anticipated to lead the US team, accompanied by National Security Adviser Mike Waltz and US Middle East envoy Steve Witkoff. Prior to the meetings, Rubio stressed the need to clarify Ukraine's objectives for a potential peace agreement, urging that both parties may need to make significant concessions. "There’s no military solution to this conflict," he stated, asserting that a diplomatic resolution is essential.
As tensions mount, Donald Trump has recently urged Zelensky to agree to a ceasefire without guarantees of US security, intensifying the situation. These negotiations represent the first formal talks following a contentious meeting between Zelensky and President Biden last month, after which US military aid and intelligence sharing to Ukraine were paused, signaling a tougher stance in talks.
Rubio expressed hope that these issues could be resolved through Tuesday's discussions, remarking that the aid suspension stemmed from perceived Ukrainian reluctance toward the peace process. "If that changes, obviously our posture can change," he noted, emphasizing the Biden administration's commitment to using all available tools to promote negotiations and bring the war to a close.
The expected talks include discussions on security measures for Ukraine and relevant territorial matters. Meanwhile, Zelensky has indicated willingness to sign a minerals agreement with the US, which would involve the establishment of a joint fund from Ukrainian mineral sales. As the situation evolves, UK Prime Minister Sir Keir Starmer also voiced hopes for a positive resolution, underlining the expectation of potentially renewing US aid and intelligence-sharing with Ukraine. The conflict, which escalated with Russia's invasion in February 2022, has seen Russia currently hold about 20% of Ukraine's territory, including Crimea, annexed in 2014.
