The newly formed cabinet, featuring a mix of experienced leaders and fresh voices, is an attempt to heal a fractured nation still grappling with internal divisions and violence.


Syrians awoke Sunday to the announcement of a caretaker government, heralding a pivotal moment in the country’s post-civil war journey. The transitional government, announced late Saturday night and meant to last five years, has elicited a mix of resignation regarding the ongoing influence of the rebel group in power since December, alongside a cautious optimism due to its representation of the nation’s ethnic minorities.

Following the ousting of President Bashar al-Assad, the rebel faction established themselves as Syria’s de facto authorities. Their leader, Ahmed al-Shara, was appointed interim president and has been tasked with steering the transitional governance. The inauguration of 23 new ministers took place during a late-night ceremony that coincided with the last day of Ramadan, immediately preceding the celebrated festival of Eid al-Fitr.

The newly formed cabinet appears to be a balanced attempt to unite various factions within the deeply divided country, while simultaneously ensuring that close allies of al-Shara maintain significant positions of power. Among the confirmed ministers, seven are linked to the provincial administration of Idlib, a region once under al-Shara’s leadership. Notably, nine appointed individuals are independent figures, including former activists and technocrats. Additionally, the cabinet boasts representation from Syria's major ethnic groups, including Kurds, Druze, Christians, and Alawites, reflecting an effort towards inclusivity in governance. Only one woman, Hind Kabawat, a Christian, has been appointed to lead the Ministry of Social Affairs.

Observers have expressed mixed sentiments ahead of the swearing-in ceremony. Abdy Yeganeh from the Independent Diplomat indicated that while some factions may still feel marginalized, there’s an overall sentiment of cautious hope regarding Syria's transition and the new government structure. The diverse cabinet addresses urgent calls from both international bodies and local civil groups for a more inclusive political landscape, especially following recent spikes in sectarian violence among the Alawite communities along the coastline.

As Ahmed al-Shara's administration faces scrutinies from abroad alongside the expectations of a weary populace, experts suggest the need for a broader coalition to effectively govern a nation still reeling from conflict. "There is a need to widen the circle," asserted Ibrahim al-Assil, a fellow at the Middle East Institute, emphasizing the importance of inclusiveness to truly reflect the mosaic of Syrian society and ensure stability.

With the challenges still evident on the horizon, the new government’s commitment to fostering unity and addressing lingering tensions will be critical in shaping Syria’s future trajectory.
