ELWOOD, Ill. (RTW News) — National Guard troops are stationed outside Chicago and could potentially arrive in Memphis by Friday as the Trump administration forges ahead with its stringent policies towards big-city crime, regardless of local leaders' views.

Earlier this week, members of the Texas National Guard set up at an Army Reserve center in Illinois amidst a flurry of lawsuits and strong opposition from Democratic leaders. The President has previously characterized Chicago as a ‘hell hole’ of crime, although police figures indicate a consistent decline in various crime rates, including homicides.

Memphis’ police Chief Cerelyn Davis mentioned that commanders were already in the city organizing for the arrival of Guard troops. Furthermore, Republican Governor Bill Lee announced plans to have the troops deputized by the U.S. Marshals Service, although the exact functions of their assignments remain ambiguous.

President Trump’s intentions to deploy military forces domestically is meeting resistance from blue state governors such as Illinois' JB Pritzker. In Illinois, officials are pushing for judicial intervention against what they term as Trump’s aggressive stance on states.

The deployment of military personnel in the name of combating localized crime, having seen Trump propose sending Guard forces to various cities, is raising concerns about legality and the consequences of such federal actions in areas asserting autonomy.

Conflicts have emerged over the Posse Comitatus Act, which restricts military enforcement of domestic laws. The Trump administration is considering invoking the Insurrection Act, which would allow it to bypass these restrictions under specific conditions.

In the wake of this governmental move, Chicago’s Mayor Brandon Johnson has issued an executive order aimed at preventing federal immigration officials from utilizing city properties for their enforcement operations.

While violent crime rates have recently declined across the U.S., opinions vary on the necessity and appropriateness of military intervention in managing local crime issues. The operational scope and effectiveness of deploying the National Guard remain under scrutiny, as debates continue over states' rights and federal authority.
